International Competition and Cooperation

The energy transition is a global phenomenon that poses hard choices as well as huge opportunities for international diplomacy and U.S. foreign policy. The world’s nations must sustain a shared scientific understanding of climate change and work collectively reduce emissions, while they also compete, individually and in alliances, to build the industries that will anchor the low-carbon economy.

David works with clients and partners to clarify the economic and ecological stakes of trade, research collaboration, and other international policies. These analyses may reveal hidden costs and risks as well as unexpected prospects for the nation and the world. They can inform both formal diplomacy through international institutions and informal exchanges among non-governmental actors.
